Is this it? .....

H.R.1422 -- EPA Science Advisory Board Reform Act of 2014

Yes..in particular this new text catches my eye..

`(C) persons with substantial and relevant expertise are not excluded from the Board due to affiliation with or representation of entities that may have a potential interest in the Board's advisory activities,

So industry executives can be seated on the EPA review board?...Who knows more about how they pollute then them?

It is wholly unsurprising that it would happen, though. Legislation is written by industry executives (or, rather, industry lawyers). Its why ACA is what it is, and just will never be as effective as it would have been were it meant to enrich The People instead of The Man.

In any given cycle you can go through the list and see how legislation is just handed to people to present for vote. I suspect the job of legislating in America has become the easiest job in the world. They don't have to answer any questions because their staff hands prewritten stories to news outlets to run, then all questions relate to those prewritten stories (with the legislators answers being canned responses worked on for that news cycle).

Then when it comes to legislation, you have lobbyists just handing over prewritten legislation. If you want a bill put together you contact lobbyists and have them draft it for you.

Then all the pork gets added.
