What's with all the camera flashes too? What's going on of scene that's what I wanna know. Notice the very well dressed lady in red who escorts 2 gentlemen out and then comes back in and waves at someone in the back. She's dressed to kill, party attire for sure not your normal diner wear. I'd really like to know who was of camera

The flashes are moblie mania, that part of the world video is protection in just about any scenario, mostly because the cops are pretty brutal and tell porkies, so eventually it becomes second nature to take pictures or video, it's coming more commonplace for dashcams to be in place in the West now too, although the idea is old.
I remember working, (as a professional musician then) in the secure Spangdalhem American Air Force base in Germany in the mid 60's, and we all had to be driven in and off the base, and our driver drove in civvies in his own car with a 8mm cine camera stuck on the dashboard pointing forward to the road. Nearly 50 years later that idea has become the norm...in Russia.

They are some pretty bright quick flashes. I'm not pretending to be an expert but I'd bet you have at least one person usig traditional camera and flash off screen. It just feels to flash bulb to me not LED Like a phone.

I'm gonna be back to my computer in a bit in gonna look for more in this story. Someone in there is the target that's for sure
