The Russian have only been up to 475km altitude in space. The only mission to ever exceed 475km space altitude were American born, military trained Gemini & Apollo astronauts under the supervision of NASA.

There exists, figuratively, a Russian Glass Ceiling at 475km altitude (a record they achieved in 1965! Almost 50 years ago!)

The Russians will need more laser powered satellites to Break On Through to the Other Side so to speak.

Political tensions on the ground today, including Ukraine and Syria, Iraq and Afghanistan, are visceral distractions from the real issue for the 21st century ... who will control space?

This new Russian mystery satellite is interesting... China and India and Japan have lunar missions scheduled... will there be a war in space over space resources?? Are there several nations now secretly fighting in a space war today??

The NASA Orion capsule won't be sending humans to the moon for several years... I think we are definitely looking at a new race for space where all these nations want to break through the 475km Glass Ceiling.

Wrong I'm afraid.

It's true that to get into a 250km orbit requires the same velocity whether you're going West - East or East - West. The difference is in the launch and how you reach that velocity. If you launch in the same direction as the earth's rotation you get a head start because you're already travelling at the rotational surface velocity. Therefore it takes less fuel to get to the same orbit.
