there should be no politicians, no military, no police, no government employees of any kind.

Politicians are vague and deceptive at the best of times, It would be wise to keep them away.

I'm going to go out on a limb and suggest Elon Musk because he is an entrepreneur, a philanthropist, and a futurist.

On a more serious note. I do think military would be the first contact.
In a perfect world though, I'd say it should be someone with a knowledge in science/ communication, and have good social skills.
