Two years ago I saw lights near downtown Minneapolis that rotated and were red, white, amber, and green. I was wondering what there for because they were on low buildings so I don't think they're for air traffic.

Rotating green and white lights are used to denote airports. It may have been a heliport if it was on a building.

A green, yellow, and white rotating beacon indicate a lighted heliport.

A green, red, and white rotating beacon indicate a hospital or emergency medical service heliport.

UFO landing zone markers. The ones that land on building roofs look a lot like water tanks, or sometimes like HVAC equipment. You see them everywhere.

Maybe just something festive? In Chicago during holidays lots of the big building light up with fun lighting displays.
