The Kremlin is considering unplugging Russia from the global Internet. Russian authorities say the extreme measure would only be taken in the event of military conflict or during "foreign-sponsored protests." Russian President Vladimir Putin, who has in the past called the internet a special CIA project, has called a meeting of his security council for Monday to discuss the proposal.
So long as theres a way for a packet to get to its destination the net will survive so unless they go around actually chopping cables
One thing Putin and the US government have in common is they want control their media.

Finally Russia is catching up with US as to having a "kill switch."
Andrei Soldatov, a security analyst, said the structure of the RuNet makes it possible to cut it off from the global network.
"We have very few Internet exchange points in the country and all are manned by national long-distance operators like [state-owned] Rostelecom, which is very close to the government," he told The Moscow Times Friday.

Even that wouldn't do it any more. Satellite internet would allow those in Russia who have it to push the net out to everyone else. I have no doubt someone, somewhere in Russia has Satellite internet and is hosting servers.

He want's to unplug Russia from the global internet? Good. Good riddance to them. This will solve about 90% of the credit card hacking.
