Did not find it in the search. Sounds like sensationalism to me. The source seems to be a conservative advocacy group and the article was the same on this site:

Planned 9/11/2014 Outage

Personally my feeling is it's a joke but it's a conspiracy site so I'm wondering how many agree or disagree.

Many readers are already aware that the terror attacks of 9/11 were accompanied by NORAD training drills, and that despite what we were initially told, NORAD had trained several times to respond to the exact scenario that killed more than 3,000 people that day. You’ve probably read that the Aurora Theater Shooting was mimicked by an active-shooter drill in nearby Parker, also on the same day. You may also know that the Sandy Hook shooting was taking place only 28 minutes away from FEMA drill L-366: Planning for the Needs of Children in Disasters. 2AM...I plan on going to sleep around one anyway. But what timezone is this in?

Not gonna happen. They literally cannot SHUT it down for any kind of drill or otherwise. The economic impact would be devastating blow to the economy.

But that Solar Flare is going to possibly effect the electronics so they need to shut it all down for an hour.
The government makes up many lies, why not this time?

They only need to shut it down for a minute to see if it works anyway.

I'm in no way saying this is true, but I can believe they want to know if this is a possibility if they need to do it in an emergency.

Time Warner cable has "gone down" in several areas country wide recently.
Once hung even after the system comes up again you need to release and renew your IP and or reset your modem.
If just your DNS server goes down you might be able to restore service by changing to a live server.

There would likely be a wait for Customer service.

Flare isnt hitting until the 12th.
Im not sure the government has the ability to shut down the entire internet anyways. I could be wrong, I am just not sure they do.....yet.

EMP attack? Don't worry folks. It's just a drill.

And you're right. Nobody would want to deal a devastating blow to the economy.

Whenever something major happens, there's usually a drill close by during the same time.

And this would be a concern for TPTB how? They build the economy with pre-installed lynch pins that they pull when they're ready to collapse it intentionally. The internet would be one of the biggest.

To be honest, maybe the next false flag will happen in the middle of the night. A time when most of the country is asleep, unaware and distracted. Many businesses are shut or with minimal staff on board. Hospitals are usually quieter. Cops focus on the usual.

One never knows.

Sounds like fodder for the hoax bin to me.When it doesn't happen they will post self-congratulatory articles and demand that the rest of us sing their praises.

Stinks of sensationalism but one never knows. If nothing does happen, I don't think they'll even post anything related to it, the sites will act as if they never wrote it.
