He really isn't well, is he?
I think he's going through that letdown stage, such as just after you gather your first billion, the reality sets in.
So you grab a few dozen more billion, and it still doesn't feel right.
You try to reconcile yourself: Money. Equals. Power.
But the thrill is gone. It isn't the sort of power he expected, and craves.
So he snatches another term, and this time, he means business.
Inside, he is frustrated. He is trying to convert his fortune, into power.
It doesn't just 'happen', though, and he senses he is missing something.
Outside, he is explaining to the world that God is with him on this.
He will prove it by restoring empire. Orthodoxy. Maybe even more. With God, after all, anything is possible.
When it hits him, perhaps when he is asleep, that no amount of travel on this road will lead to wealth, or power, then all he has left

Is to oppress.
He feels better now.
His people will come to hate him.
He will lose it all.
