I reckon there are two many workers that are on the dole because the Government in New Zealand is to keen on getting people thou the education system or up skilling current workers. The government is not doing enough to create an environment were people can earn a wage and perhaps help the econmy grow.
Here is my ideas.
Small business should pay NO tax in the first year.
The logic behind this is simple in the first year most small business have tight margins may not make a profit.
The government would hardly lose any income.
Lower tax rates for the second & thrid years give the company a chance to prosper.
There needs to be some kind of way to loan people capital to start small business. Some Ventures may need Capital to start out. Perhaps the goverment could loan say $ 10 000 interest free payments defered for 2-3 years.
Give people a genuine chance and they can reduce the number of people in the unemployment lines.

yes, all businesses start off as small business, but most of the important players did all that back with the advent of the industrial revolution. The new ones that manage to quickly become large usually have friends in high places, engage in dubious cross-border work (shell petroleum, anyone?) such as environmental desecration of third world countries, sweatshop labour and paramilitary forces to enforce the rule of the corporation and remove any trade unionists.

Coca Cola, General Motors, Nike, GAP, they all do it. And it should sicken us all.
