Because they have a bigger target in mind, that would be my guess.
The target is the mass extermination of the Saudi and conquest of Arabia, and they might win.
Both Bin Laden and ISIS wanted a Caliphate. A caliphate means something very specific: religious and political authority merged in one. In a
nutshell, take over Mecca & Medina.
Bin Laden wanted an Arab Muslim uprising for a Caliphate, but deep down he actually wanted to be loved by his people, that by popular acclaim he would
be anointed Caliph and start a new golden age.
Al Baghdadi & ISIS by contrast, doesn't give a # about being loved, he wants to be feared, and he will take the Caliphate by war and barbarism.
