There is still the question of who compiled the list in the first place.
I would take it to be one of our contemporaries, going through the old records and extracting information in a selective way.

Here's an article from the daily mail with a more in depth look at it. Discusses some of the 'stranger' reasons so women's husbands can ship them off to an asylum.

A theme quickly emerges in the list, which was published on Usvsth3m.com, showing how women in particular were at the mercy of their husbands and families.
'Marriage of son', 'desertion by husband' and 'domestic trouble' all stand out as examples of inequality masked by a very different attitude to women's rights between 1864 to 1889, when the list was compiled.
'In 1872 ... if [a woman's] husband had a mistress or if she had inherited money ... he could bring her here,' a guide at the former asylum told the Los Angeles Times.
'He could sign her in and leave her until he decided to come back and get her - or until she died, whichever came first.'

Right. Tracing back their links, I see this comes from the records of a single West Virginia Lunatic Asylum.
The original image is from "a pamphlet given out to tourists at the site".
That is, presumably, modern tourists.
In other words, this pamphlet has been put together by the local Tourist Board, or whatever body looks after tourists at historical sites in West Virginia.
Which supports my assumption that a modern person has been trawling the records selecting the most titillating entries (which may not be the most balanced summary of the complete archive).
