Russia received permission from Ukraine on 12 August, 2014 to send humanitarian aid to Luhansk:

MFA statement regarding humanitarian aid for Luhansk region

12.08.2014 | 10:02
Press service of Ministry of Foreign Affairs

Due to the difficult humanitarian and social situation in Donbas, the President of Ukraine Petro Poroshenko took the initiative to send to Luhansk region international humanitarian aid. In addition to cargoes, prepared by the Ukrainian side, the mission will include an international component, in particular, the humanitarian aid provided by the International Red Cross Committee, the U.S., the EU and Russia.

The delivery of humanitarian cargo will be carried out in compliance with Ukrainian legislation and international law, and pursuant to the approaches applied by the International Red Cross Committee and fully supported by Ukraine and the entire global community. Logistic support of the International humanitarian mission, in particular the delivery and distribution of it will be provided by representatives of the International Red Cross Committee and Ukraine. It is important that the humanitarian assistance will be distributed exceptionally among the civil population of Luhansk region who have long been suffering from the actions of illegal armed groups and terrorism.

First trucks from aid convoy to Ukraine cross back into Russia

(Reuters) - The first trucks from a Russian aid convoy started crossing back into Russia on Saturday after igniting a storm of anger in Western capitals a day earlier by driving into Ukraine without the permission of the government in Kiev.

The return of the trucks may help ease the tension to some extent in time for the arrival of Germany's Chancellor Angela Merkel in the Ukrainian capital later on Saturday for talks on how to end the crisis over Ukraine.

Here why nobody goes to the source is beyond me...

The ICRC and the Ukrainian Red Cross have delivered part of the aid, consisting of perishable goods, donated by the Ukrainian authorities to a number of towns in eastern Ukraine, including Starobilsk, Lysychansk and Sievierodonetsk. The distribution of goods such as fruit and vegetables has already reached over 20,000 displaced people in shelters and hospitals.

The ICRC has taken all necessary administrative and preparatory steps for the passage of the Russian convoy – which remains at the border, still within Russia, pending customs checks – including sending additional staff to the area and receiving authorization from the Ukrainian authorities to clear the aid as humanitarian cargo after customs inspections. The organization is therefore ready to deliver the aid to Lugansk, provided both Russia and Ukraine agree on the strictly humanitarian nature of this convoy and provided assurances of safe passage are respected by the fighting parties. Under international humanitarian law, the parties to the conflict must respect and protect humanitarian relief personnel, in particular those legally displaying the red cross emblem.

The Russians did not do as was asked by the Ukraine gov't and the Red Cross and decided to go at it their way which was the wrong way and the Red Cross was not involved in any convoy coming from Russia.

Citing security concerns after continued shelling in Luhansk on 21 August, the Red Cross said it was not part of the convoy "in any way" as it began to roll into Ukraine.

It had previously been involved in protracted negotiations to escort the convoy and distribute the aid.

Mission completed: Moscow confirms delivery of aid to E. Ukraine, trucks return to Russia

Russia’s Foreign Ministry has confirmed humanitarian aid has been delivered to the besieged city of Lugansk in eastern Ukraine. Meanwhile all trucks that delivered aid had returned to Russia.

“We express our satisfaction that the Russian humanitarian aid for those in need in southeastern Ukrainian south-east has been delivered as intended. We were motivated only by the goal of helping civilian citizens in need,” the statement read.

The Foreign Ministry also said that they were “getting a lot of feedback from the residents of Lugansk, who were thankful for such a good attitude from the Russian part.”

It also underlined that the Russian representatives of the Red Cross were in close cooperation with the leadership and employees of the International Committee of Red Cross (ICRC), and the ICRC has proved to be “a responsible partner.”

Well i believe if Russia was truly concerned about the people in eastern Ukraine they would stop trying to promote a rebellion. This statement sums it up nicely.

That brought a curt response from a spokeswoman from the Obama administration.

“It is important to remember that Russia is purporting to alleviate a humanitarian situation which Russia itself created,” Caitlin Hayden, the spokeswoman for the National Security Council, said in a statement. “If Russia really wants to ease the humanitarian situation in eastern Ukraine, it could do so today by halting its supply of weapons, equipment, and fighters to its proxies,” she added.

Also now it appears Rssian military is getting directly involved in the battle. This is going to be a huge mistake this opens Russia up to attacks from Ukraine it will not surprise me if terrorist attacks start occurring all over Russia. So far the only thing that was done was a Ukrainian flag painted on a skyscraper in Moscow but it could just as easily been explosives.

Yeah and the agreement required all trucks be searched by Ukraine border patrol and the aid could only cross into Ukraine at a Ukraine government controlled border point.

Russia violated that by only allowing the 30+ vehicles be inspected, and they also sent the aid convy through a rebel controlled checkpoint which was then escorted by rebel units.

Finally, the aid convoy was required to be overseen by the red cross. The red cross refused.

Russian violated the agreement and international law.

But hey, why worry about complete facts - spin it how you want.

Sorry, but that's just rubbish. It's Kiev and the Ukraine army that's attacking city's in the east, not the other way round.

Think you need to re read it you obviously didnt understand the statement they were making since it has nothing to do with attacking cities.

You know how to end that...have the separatists lay down their arms and the shelling stops, ask all the other towns the separatists held and lost back to Ukraine.

But of course with the help from Russia that isn't going to happen now is it?

Did Russia actually do this, because I don't think they did which is why they crossed over at night without all trucks being inspected.

And why the Red Cross didn't accompany the convoy.

No Russia did not do that (comply with law) and they also violated the agreement between Ukraine and Russia for the aid. They failed to allow all trucks to be inspected and they failed to send the convoy through a border check controlled by Ukraine. They crossed in an area controlled by rebels and the convoy was escorted by rebel military units.

The Red Cross for Russia refused to accompany the convoy due to security issues. Secondly the red cross already stated they did not want their convoys escorted by military units.

Russia attempted to assist the rebels by pulling one over on the red cross and got caught. Its why they sent the aid and military units at night time, and why they did not allow them to be inspected. Not to mention the bulk were empty. Churkin tried to justify their violations of international law at the UN and failed miserably.

Russia says wants to send second aid convoy to east Ukraine

(Reuters) - Russia wants to send a second humanitarian aid convoy to eastern Ukraine in the near future, Foreign Minister Sergei Lavrov said on Monday after Kiev and the West criticized Moscow for sending the first cargo without official permission.

"The humanitarian situation is not improving but deteriorating," Lavrov told a news conference. "We want to reach an agreement on all conditions for delivering a second convoy by the same route... in the coming days."

It`s just for Russia to show who actually violates agreements, so the world knows exactly why the so called peace agreements actually fail. We now know with Kiev can`t be made agreements, and we will see it again.
