Police used tear gas against protesters in Ferguson more than two hours before the extended curfew was set to begin. Now the curfew is in force, and the officers are telling people who are angry over the killing of a teen by a cop to leave the streets.

let us see how good are government agencies in suppressing public outrage and disobedience.

I'm guessing they're pretty good, let's see if this is something different.

They need to escalate the situation to validate the money spent on militarizing the cops and to get a reaction.

So they use tear gas 2 hours before curfew. Like when a cop wants to make an arrest and trumps up charges or escalates a situation into "resisting arrest" when the suspect hasn't done anything to be arrested for in the first place.

interesting point.

could be a very simple explanation; and now they can say - "the spending was wise and justified, we should spend some more".

it always comes back to money, few blacks or whites dead don't really matter...
