It does seem obsessive, but considering that prisons are usually quite large, cover a lot of area and there would be potentially millions of dollars worth of film equipment at the site......it doesn't seem too far fetched.

It seems far fetched to consider 76 people (paid by tax dollars) to be watching over movie-makers equipment. Generally, the movie makers would have their own security, as this is not a job for state paid employees.
The Saturday after this outrageous abuse occurred a private security firm took over patrol of the vacant building. Officials claim this is just part of the process and not related to the incident, according to the Saratogian.

By the end of Saturday, Mt. McGregor Correctional Facility in Wilton will have closed its doors for good, along with several other upstate prisons, as the state's inmate population continues to shrink.
The closing, in the works for more than a year, will come after several last-minute efforts by local lawmakers to keep the prison open as a source of stable and relatively well-paying jobs.
Inmates were moved to other prisons in April. The shutdown of the medium-security facility will follow a mandated year-long notice period designed to give employees and their unions time to make plans.

It has nothing to do with ANY filming. You can see set video and still photos from Superman v Batman and Avengers 2 right now in just a few clicks, you think a low budget, no name stars, straight to video project, has more security than 2 of the most anticipated films of the decade? . Something IS going on hence the "you're here for other reasons" comment by the guard. This tells me that there is something newsworthy going on that they want to cover up.

Why would they pay millions for reconstruction on a prison that is getting shut down?
Thomas Mailey, a spokesman for the Department of Corrections, said the construction contract was awarded in June 2012, more than a year before the department announced the prison closure plan in July 2013.
It was determined that canceling the contract would have cost as much as continuing it, because custom windows had been made, building materials already purchased, and insurance and bonding arranged, Mailey said.
Why would they need a prison facility to film a movie about -

The film is not a mystery, it's called, "No beast so fierce" circa 2015 and Stars: Bailey Chase, Kathryn Erbe, Dylan Baker. It has a different working title. I think they are 'Up North' because there are tax breaks, incentives, so on the face of it, I can't see that as a reason to try to hunt the NBC crew away from the area.
It does beg the question though, why hunt the TV crew while having no problem booking in, (so to speak) moviemakers.
There is one other tiny bit of info although seemingly unrelated. Mt McGregor apparently had a $3M 'chip burner' installed that was never used. I don't know the significance, if any of that.
