Sydney Observatory reports sightings of the fuel-dump cloud low on the western horizon, fading as it rose.

Sydney sunset was 0718 gmt

launch was at 0800 gmt
injection onto geosync transfer orbit, approx. 0834 [from press kit]

Correct, this was a HEAVY commercial payload and there wasn't any spare propellant -- although there was a stage 1 relight right after it was jettisoned, for some sort of test.
