One reason would be travel restrictions by Israel and by Egypt.

Another reason is that the other Arab countries do not want them and likely already have a Palestinian population that they would like to rid themselves of as well. For whatever reason, the other Arab countries do not think much of Palestinians. Arab countries, as a whole, combined do not contribute as much in aid as, oh, say Norway towards the Palestinians.

The Palestinians receive more aid per capita than any other country, than any other group of people in the world. Who contributes the most? The US....
