A lot of these programs don't require the president to create, especially for ongoing CIA cover programs like this, which have been in existence in
some form for 40 years. Obama was barely in office when this began, it's wheels must have started turning long before hand. The State Department,
military, DoJ, and intelligence agencies all have their programs that are not the product of the executive branch.
The first year of ANY presidency will always be governed by the programs and budgets of the predecessor. For the incoming executive it's a transition
period. I'm sure the governing agency had cooked this program up long in advance of executing it, and it would have been undertaken no matter who
happened to be president at the time.
Cuba is a closed dictatorship that will make itself obsolete, so as far as I'm concerned this program was just a waste of money.
