Investigators had the 3 Iraquis under surveillance. After noticing that there was an increase in activity, and suspicous movements before Allawi arrived. There is speculation that the 3 Iraquis, all of whom were identified as being members of the terror group Ansar al-Islam.
BERLIN - German authorities arrested three Iraqis with alleged al-Qaida links on suspicion they were planning an attack on Iraqi Prime Minister Ayad Allawi while he visited Germany on Friday, the country’s chief prosecutor said.

There is speculation that the 3 individuals in question have ties with Abu Musab al-Zarqawi. I am glad that alert investigators were able to stop what could have been a tragedy. It shows how organized the terror network is though, as they were able to reach out in a relatively short amount of time to another country to try and assasinate the Iraqui leader.
