Why is a kid from El Salvador better than one from Sierra Leone (4th lowest GDP per capita in world, 2 highest Child mortality rate) To me, the latter is in more need of saving.

Seems like you don't know what the LAW actually says because it is full of special situations which places certain groups above others.
