IMHO, its a lighted kite with lights at various intervals on the string.

marvelous flashlight pointing in the sky has just made it marvelous.

Is it possible that somebody is pointing an astronomy green laser pointer in the sky? I have got a chance to see a white light laser pointer in laser exhibition 3 years ago.
