The actions are deliberate, it should be obvious to anyone now. The exodus from south and central America north to the USA would not be happening if immigration LAWS were being fully enforced. Children are not being deported.

"If you refuse to give the President a bill he can sign because you do not trust him to enforce immigration laws ... he will act without you," Gutierrez, a Democrat who hails from the President's home state of Illinois, said on the House floor this month.
"He has alternatives under existing law. I am inclined to think He his playing us for fools. While I agree that sending them to Republican states will help offset the balance, at this point it doesn't seem that significant yet.
Maybe the only reason there have been more deportations under Obama is because of the rise in illegal immigration, not because he is encouraging enforcement of the law.

The only reason why the estimated number of 65,000 exists, is because the government bodies involved, have most probably analysed the situation and came to a conclusion on how many people they could reasonably expect to arrive on the border. Not because Obama, being that damned Democrat that he is, is secretly conspiring to let them all in for votes down the line.
