Do we have anything aside from the one video? If it isn't something like fireflies or mylar balloons, I'd say this could be one of the wacky side effects from rocket launches that JimOberg talks about. I know the Angara launch is coming up - maybe sounding rockets?

The lights do act like they are part of one organism, a giant flashing amoeba, contracting and expanding.
also, check out the architecture in Astana, quite amazing in itself. Lots of alignments going on between buildings, and the palace of peace pyramid celebrating religious diversity.

While I think it is a very interesting display, I can imagine that this is possible to make; like something flying with use of helium or something like that and having little things with lights blow in the wind in such a way that it makes these regular movements.

I am a believer in et's but something tells me about this one that it may be something other than that.

Whatever that was it's really pretty.

It's difficult to say what they could be, being just points of light, but at times the movement had an unusualy organic character to it. Some of the lights also did some rather fast moves. It would probably take some unusual weather condition if they were balloons. Which is of course possible. Also the lights seemed to be going on and off in synch with some of the movements. The lights don't appear to be drifting upwards either. Very intriguing.

Any similar footage from elsewhere?

cool, but doesn't look like alien craft from anything I've seen before in seemingly authentic video or RL, and really doesn't appear to be craft at all imo. The movement is not similar to any known ufo craft phenomenon, nor is such a disorganized large cluster.

You make assumptions about altitude based on insufficient data. Critical thinking requires that, at least, such an assumption be acknowledged if not discounted.
