UN releases major report on reform, global threats

Looks like the United Nations is looking to re assert their power by releasing this 105 page report. A big part of it is defining what terrorism and preventive wars are. They are trying to win back the initiative they lost when the US ignored their power.

UNITED NATIONS, Nov 30 (Reuters) - A blue ribbon panel released on Tuesday a landmark report on global threats that insisted the U.N. Security Council approve any "preventive" war, which was not the case when the U.S. invaded Iraq.

U.N. Secretary-General Kofi Annan had asked the panel of 16 veteran foreign ministers and diplomats from around the world, including former U.S. national security adviser Brent Scowcroft, to spell out how the world body should reform itself and identify the main dangers to mankind in the 21st century

By trying to re establish themselves, I think they are trying to regain the power they tentativly hold over world affairs.
