I don't really get the connection between false flag events and preparedness exercises. I mean, what's the point of staging an exercise at the same time you're planning a false flag?

I think it's a coincidence that on a few occasions bad things have happened when there have been planned disaster preparedness exercises in progress.
Sort of like when the phone rings when you get in the shower. It happens once in a while but usually it doesn't.
