Shouldn't the title of this thread be: HAARP Confirmed Ionosphere-manipulation Tool? I didn't hear anything about modifying the weather in the video.

I thought we were talking about the ionospheric heater, the one that uses cyclotron resonance to heat a small part of the ionosphere above Gakona.
The EISCAT VHF antenna is a parabolic cylinder including 128 cross-dipole an- tennas along the focal line of the re∞ector.
