The premise of the question is bass-ackwards.

The Universe does not follow mathematical order; mathematics DESCRIBES how the universe behaves.

If the Universe did not behave the way it does, we wouldn't be here to notice it.

On the other hand, there's a notion of Goldilocks and anthropic principles at play in our own universe that suggests we've evolved in accordance to the built-in mathematical order. If that's the case, there could be other universes with mathematical orders that wouldn't allow us to comprehend or even physically interact with. By extension, should those hypothetical universes exist and contain denizens, they'd be unable to comprehend our small slice of the multiverse pie.

The mind boggling part of this is that, the multiverse theory would only exist in our universe as it is the local mathematical order which "validates" such a concept.

That is that, it would indicate the necessity of a multiverse in relation to our universe, but in another universe the mathematical order would not allow such a thing to exist.

Paradox!

The whole "randomness" of quantum theory is the modern scientific "God of the gaps."
