I believe the program is called fqrouter, I was trying to extend my wifi at home using my phone at one point and came across it for android phones.

Hmm, makes you wonder if that is where Google Loon came from. JTT was started back in 2000-2001, Loon is fairly recent.

I would like to mention these protesters who camped outside FCC's office to fight for net neutrality. Here's the link to the blog they setup in order to keep those concerned with net neutrality up-to-date:
