Possible phishing scam: minor threat but annoying

I got an email from them offering prizes and reimbursement for on-line survey. The stipulation is that at some point during the survey, they will decide if you meet the criteria.

I believe it's a legal scam to get you to enter the information they are looking for. They let you get far enough to get the key information then they tell you tough luck, you don't meet the requirements.

They pool this information and sell it.
