I don't think he broke any laws. He probably won't be charged with anything, unless they actually found something in the back packs.

why not?
channel 4 is a popular channel here in the uk, you dont have to download its on demand,
so have they released the footage of dzhokhar placing the backpack yet? if not then the footage channel 4 shown is very convincing for a "reconstruction"

That is weird, it's just a regular webpage with a video embed here. PC using firefox at least. Unfortunately, that website must hate canadians, video won't play for users in my area lol.
