The State Department was specifically looking to acquire the 20,000 MANPADS (they are commonly known as man-portable air shoulder-fire missiles) that went missing once Qaddafi was killed.

The Department should take additional action to correct its inadequate enforcement of the FAR's provisions, and its own procedures, that govern the maintenance of contract files. The failure to enforce those requirements exposes the Department to significant financial risk and makes OIG oversight more difficult.

I fail to see the difference, if there is no paperwork then the money is also missing.

I don't think lawyers deal with much of the records management. That would more on the bureaucratic side of things.
