Fist tell me how cash was leveraged out of contact / purchase requisition budgeting requiring purchase authorization and tracked by departments of accountants.

And how an attack on the Pentagon was going to destroy off site records. All the claims against DOD budgets, past years auditing records, defense contracts for equipment, research, and services. Also all the copies of transactions with those who supplied services and equipment to the DOD.
