It is a hit on the use of a model posing in his pajamas to advertise the healthcare.gov website to the young slacker crowd, later referred to as 'Knuckleheads' by the FLOTUS.

So the question is whether we will see a continuation of that sort of single digit increase, as Sebelius said, or whether it will be larger.”

Seems like 'Newspeak', where 10 % is single digit increase. If he admits a greater increase is possible... That means it ia a certainty.
