Seems odd to me that so many can be for punishing people for something they have not done but might do because they just wont be able to help themselves.

To my knowledge, churches are traditionally not considered under laws of "public accommodation" as that would be construed as government interference with religion.
However, there are two versions of the bill ... the House version allows certain facilities to "opt out" of the law, while the Senate version requires facilities to "opt in."
