Quantum foam and the planck length

In the guinness book of records 2004 there was one record about the planck length(the smallest length that is worth considering) and it mentioned something about Quantum foam and that it contains enough energy in 1cm cubed to boil all the earths oceans. It said that because of the laws of quantum physics it causes tiny wormholes to open and close throughout all space. I would like a better explanation of this phenomena and am interested in it's scientific implications.
