So for mr Lavrov referendum on Crimea was totally LEGAL but results of the next ELECTIONS will "not be legitimate" (Putin words) !! Wow!!
what a logical NONSENSE

Russia wants a referendum for East and South Ukraine, however they want it in the same manner as Crimea. That way they will know the outcome of the vote. Holding the referendum during the presidential elections guarantees Russia cannot control the outcome, and it could very well show that support in those areas is not what Russia is claiming.

Its almost as if the Pro Russians are using the vocal minority doctrine.

Good news finally!

Kerry describes the terms of today's agreements:
– all illegally armed groups must disarm
– all illegally occupied buildings must be vacated
– illegally occupied squares, streets, areas of public towns must be emptied
– Kiev grants amnesty to protesters and occupiers, with exception of those found guilty of capital offenses.

A final "concrete step": "The OSCE special monitoring mission which is already on the ground... they undertake a special role in assisting Ukrainian authorities in the immediate implementation of de-escalation measures... wherever they are needed most."

"THe US, EU and Russia committed to supporting this mission, including by providing monitors.

Lavrov's statements and what has been agreed upon is contradictory to Putin's position about the Ukraine government and his refusal to recognize the upcoming elections.

Lavrov's job is negotiating for the good of Russia. Putin's goal is self aggrandizement. One of them will be resigning soon. Guess which.

Full Statement -

Full statement from Geneva following quadrilateral talks

7:59 p.m. -- Following the conclusion of quadrilateral talks between Ukraine, Russia, the U.S., and the EU in Geneva on April 17, the following statement was released:

The Geneva meeting on the situation in Ukraine agreed on initial concrete steps to de-escalate tensions and restore security for all citizens.

All sides must refrain from any violence, intimidation or provocative actions. The participants strongly condemned and rejected all expressions of extremism, racism and religious intolerance, including anti-semitism.

All illegal armed groups must be disarmed; all illegally seized buildings must be returned to legitimate owners; all illegally occupied streets, squares and other public places in Ukrainian cities and towns must be vacated.

Amnesty will be granted to protestors and to those who have left buildings and other public places and surrendered weapons, with the exception of those found guilty of capital crimes.

It was agreed that the OSCE Special Monitoring Mission should play a leading role in assisting Ukrainian authorities and local communities in the immediate implementation of these de-escalation measures wherever they are needed most, beginning in the coming days. The U.S., E.U. and Russia commit to support this mission, including by providing monitors.

The announced constitutional process will be inclusive, transparent and accountable. It will include the immediate establishment of a broad national dialogue, with outreach to all of Ukraine’s regions and political constituencies, and allow for the consideration of public comments and proposed amendments.

The participants underlined the importance of economic and financial stability in Ukraine and would be ready to discuss additional support as the above steps are implemented. -- Isaac Webb

From @bishopk in #Ukraine: This is document John Kerry just referred to, calling on Jews in Donetsk to register pic.twitter.com/nkiF72Nlnq

Jews ordered to register in east Ukraine

Jews in the eastern Ukrainian city of Donetsk where pro-Russian militants have taken over government buildings were told they have to "register" with the Ukrainians who are trying to make the city become part of Russia, according to Israeli media.

Jews emerging from a synagogue say they were handed leaflets that ordered the city's Jews to provide a list of property they own and pay a registration fee "or else have their citizenship revoked, face deportation and see their assets confiscated," reported Ynet News, Israel's largest news website.

Donetsk is the site of an "anti-terrorist" operation by the Ukraine government, which has moved military columns into the region to force out militants who are demanding a referendum be held on joining Russia.

The leaflets bore the name of Denis Pushilin, who identified himself as chairman of "Donetsk's temporary government," and were distributed near the Donetsk synagogue and other areas, according to the report.

Pushilin acknowledged that flyers were distributed under his organization's name in Donetsk, but denied any connection to them, Ynet reported in Hebrew.

And by applying sanctions , the USA has in theory declared war against Russia
And in the same breath Kerry says "we are not here to threat" he says if pro-Russian's don't lay down their arms, they will take action
How far away from Ukraine is the USA again?

And threatening to cut gas supplies is what, a hug and handshake?

Get off the spin please and be realistic for a change.

If you were paying attention you would have seen that more than just the US has sanctioned Russia, which has happened twice now. Russia has sanctioned several countries in response.

Stop with the spin.
